I’m curious if Rock and Roll were actually upgraded right before Megaman 8. The artwork style changed a bit and ol’ Mega appeared taller and less ‘chibi’, and Roll got a new costume, with seemingly slightly larger breasts, maybe that of a 13-year-old or 14-year-old rather than a 10-year-old.
headcanons, headcanons. There’s really no reason why not that would be the case? Ah well..
